The MEA order stated passport cannot be issued to Iqbal, as he “is likely to use it to

aid and abet Dawood Ibrahim.”

Kaskar's passport was confiscated when he was deported from Dubai in 2004 to be tried in the construction of illegal shopping complexes, Sara and Sahara, at the behest of Dawood. He was, however, acquitted by the special MCOCA court. Kaskar has changed his last name to Sheikh.

His lawyer told the court that he has changed his name through notification in the official gazette.

Last year he had filed a petition in the high court complaining that his application for a fresh passport had been rejected for no reason.

In January, the court had asked the MEA to give him a hearing and decide the case.
