Mehta had filed the complaint on April 25, 2008, with the crime branch levelling allegations of forgery and cheating against the heads of departments. She alleged they had siphoned off nearly Rs 16 crore from the trust funds for purchasing private properties.
The crime branch had forwarded the complaint to the Economic Offences Wing (EOW), which chose to conduct preliminary inquiry instead of registering an FIR on the basis of the complaint.
In July 2008, the EOW transferred the complaint to the Charity Commissioner, who deals with charitable trusts, concluding the dispute was of civil nature.
