Mumbai, too, is no stranger to being a target — the most recent, and also the most audacious, attack being the one on November 26, 2008, in which 166 people died. But is the city any safer now, and have the measures taken in 26/11’s aftermath been implemented? HT reviewed some of them, and found most come up short, thanks to red tape, tardy progress and political impediments.
