The terrorists managed to attack Hyderabad again on February 21 and killed 16 people, inviting criticism from all quarters about the city’s and the country’s overall ill-preparedness, and many say willful neglect, in preventing and tackling terror.

Mumbai, too, is no stranger to being a target — the most recent, and also the most audacious, attack being the one on November 26, 2008, in which 166 people died. But is the city any safer now, and have the measures taken in 26/11’s aftermath been implemented?
