Iran’s UN envoy, Amir Saeid Iravani, and Russian officials like Sergey Lavrov also blamed Washington and its regional partners for the “Hormuz mess,” arguing that the strait was open and free until U.S.–Israeli attacks on Iran triggered the current crisis.
