What will finally deter rapists and rape?

49 rapes have happened in just 26 days. A 10-year-old girl was rescued from a madrasa in Ghaziabad on Sunday where she was sexually assaulted by four people including a madrasa cleric, her family alleged. A 17-year-old and a cleric were arrested. BJP members want death penalty for the cleric, whom they say masterminded the assault. The central government passed an ordinance giving death penalty to a person convicted of raping a minor below the age of 12. NCRB data from 2016 showed that of all the rapes of minors reported, only 3% ended in conviction. So, will death penalty even help or deter rapes of minors?
