Minimum 46 percent turnout in India's first phase of polls

Despite Maoist insurgents stepping up attacks, which killed atleast 16 in central and eastern India, tens of millions of Indians turned out on the first day of a month-long staggered general election on Thursday and marked the rough estimate of 460-86 percent of voter turnout.
