The close friendship between India and Russia touched a new high with the launching of the 'Year of Russia' on Tuesday, February 12, in New Delhi. Cultural programmes marked the occasion as Indian Prime Minister Manmohan Singh and his Russian counterpart Viktor Zubkov watched the event at the historical old fort in the heart of New Delhi.
