What the listing of Masood Azhar as global terrorist means
Masood Azhar was listed by the UN’s 1267 Sanctions Committee for his association with al-Qaeda and his role in financing, planning and facilitating terrorist acts by the JeM.
Pakistan-based Jaish-e-Mohammed (JeM) chief Masood Azhar was on Wednesday designated a global terrorist by the United Nations after China withdrew its long-standing opposition to the move.

Azhar was listed by the UN’s 1267 Sanctions Committee for his association with al-Qaeda and his role in financing, planning and facilitating terrorist acts by the JeM.
So, what follows the designation? All member countries of the UN will be required to enforce the following steps:
Asset freeze
All countries that are members of the United Nations have to mandatorily freeze all funds and other financial assets or economic resources for designated organsitaions and individuals.
Travel ban
Entities and organsiations designated as terrorists are banned from travelling to or transiting through the member countries.
Arms embargo
All UN member countries have to stop and prevent the direct or indirect supply, sale and transfer from their territories or by their citizens of arms and related material of all types, spare parts, and technical advice, assistance, or training related to military activities, to designated individuals and entities.
What amounts to flouting of the ban?
· Participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of the banned entity, organisation
· Supplying, selling or transferring arms and related material to them
· Recruiting for; or otherwise supporting acts or activities of banned individuals, groups splinter group or derivative thereof.
How are the sanctions monitored?
The sanctions committee oversees the implementation of the sanctions measures and reports annually to the Security Council on the implementation of these measures. They are authorized to consider and decide upon notifications and requests for exemptions from the sanctions measures and for removing an entity from the proscribed list.
