Police believe the 12 men and 11 women detained were members of a Taiwan-operated cross-border criminal gang, according to the Lao Dong, or Labour, newspaper.
During Wednesday's raid in the southern province of Binh Duong, police confiscated 17 intercoms, 26 telephones, 9 laptops and other telecommunications equipment, the report said.
Those arrested allegedly posed as police investigating money laundering to convince people they should transfer funds for their own protection, Le Ngoc Huu, office manager at Binh Duong Police Department, told the paper.
Vietnamese police have arrested at least 110 Chinese and Taiwanese people in recent months amid an apparent increase in similar illegal operations in the country.
Taiwan's Criminal Investigation Bureau has said Taiwanese fraud rings have moved to Vietnam after a crackdown by the island's police alongside Chinese and Thai authorities.
