Justice Gita Mittal issued a notice to the University and Swami Shradhanand college and sought the reply by October 20 on a petition filed by Neelam Chopra after the colleged denied her No Objection Certificate for transfer to Kirorimal College.

Her counsel Ashok Aggarwal submitted that Neelam, a BA (Hons in Geography) student resides in North Delhi, is a patient of allergic rhinitis and has breathing problem. She has been travelling a distance of more than 15km every day to attend the college.

The doctor has advised her to travel less and she is also a myopic patient and cannot see bus numbers and it was difficult for her to travel such a long distance, the counsel submitted.

He argued that Kirorimal College has allowed Neelam's admission plea and ready to accept her case on transfer but Swami Shardhanand college refused to issue No Objection Certificate to her last month.
