The 22-year-old engineering student, who was driving the car, was also injured as his car overturned after hitting the MCD employee.
The police have arrested Akshay Goenka (22), who was returning home after appearing in an interview for a Gurgaon company.
The deceased was identified as Ram Kishan Sehgal, a resident of Gautam Puri, who was hit from behind.
“Sehgal fell off the cycle and suffered severe head injury. He was immediately rushed to AIIMS, where the doctors declared him dead on arrival,” said a senior police officer on the condition of anonymity, as he is not authorised to speak to the media.
The police said the student was not driving under any influence. “He got trapped inside his own car and got injuries. He was rescued and taken to the hospital from where he was discharged after first aid,” added the officer.
The police have confiscated the vehicle and booked Goenka for rash and negligent driving. He was later given bail in the case.
