"These employees are of the ranks of superintending, executive, assistant and junior engineers. Cases against them have been registered by various agencies including CBI, Anti-Corruption Bureau and Delhi Police," Mamgain said.

"As per norms, a nod from the chief vigilance commissioner is necessary before a posting in any sensitive department. This is being violated," he added.

According to Mamgain, more than 5,200 criminal and corruption cases are pending against the employees who have been given plum postings.

But the directorate of local bodies said no policy and rule is being violated.

"We have already issued a circular to the commissioners of the three bodies that no tainted officer should be given any sensitive posting," said RK Shrivastava, director of local bodies.
