The Centre had last conveyed this view at the chief ministers’ conference earlier this month.

A home ministry official said the Thursday attack seemed to have been largely carried out by the not-so well armed Jan Militia cadres of the naxals, who seek to overwhelm their opponents by their numbers rather than training and weaponry. Officials also pointed to intelligence reports suggesting Maoist operating on the Bihar-Jharkhand borders crossing into Bihar to escape security forces in adjoining Jharkhand.
