UPA, NDA agree to end session soon

The parliamentary schedule may go haywire after the UPA and the BJP-led NDA reached a broad agreement on Monday to wrap up the ongoing session by October 24. They will next meet around December 8.
The Left is also game for it, but said the House should be convened as a separate winter session. As the House was not prorogued the current session is a continuation of the July session. The government said it hasn’t made up its mind. But sources say it would pitch for continuation.
A formal decision will be taken after Prime Minister Manmohan Singh is informed about the decisions taken at the meetings between Leader of House Pranab Mukherjee and Leader of Opposition L.K. Advani and with other party leaders.
While UPA allies like Sharad Pawar and Lalu Prasad are amenable to revising the session dates, BJD’s B.K. Tripathy want the matter to be discussed at another meeting. The CPM wasn’t present, but CPI’s Gurudas Dasgupta reportedly said he needed time to think.
Is such revision of dates allowed? “As per law it is permissible,’’ said Mukherjee.
A fresh session may help the UPA spike criticism of repeatedly recasting the dates of the July session. But the flip side is that a new session would also give the Opposition a chance to bring a no confidence motion, something the government would not want.
Under attack for holding only 30 Lok Sabha sittings till July, is the government taking liberties in rescheduling dates that had been cleared by the President in whose name Parliament is summoned, prorogued or dissolved under Article 85 of the Constitution? “The PM exercises these rights on behalf of the President,’’ said Mukherjee.
Mukherjee denied that the UPA hadn’t done its homework by calling for a session in the midst of Assembly polls. “Where does the Constitution say that Parliament cannot meet when state elections take place? Assembly polls have nothing to do with Parliamentary sittings. The MPs have to decide whether to attend Parliament or go for polls campaigns,” he said
