"I do agree that water is an emerging and going to become a major issue in the years to come," Singh told journalists in New Delhi.
About the accusation of the Tamil Nadu chief minister that the central government was not active in resolving water disputes, he said: "It is not correct to say that the central government is only a mere bystander."
He added that there were established rules and tribunals were going into every aspect of river disputes.
"Within four corners of law, every possible effort is being made and will be made to find amicable solutions to these problems," he said.
