Tamil Nadu government formation news: Karnataka deputy CM DK Shivakumar on Thursday said that the Tamil Nadu Governor Rajendra Vishwanath Arlekar should allow Tamilaga Vettri Kazhagam (TVK) to form a government and prove the majority on the floor of the House and the decision to ascertain majority in Raj Bhavan is not correct.

Tamilaga Vettri Kazhagam chief Vijay met governor Rajendra Vishwanath Arlekar again on Thursday. This came a day after staking claim to form the government in Tamil Nadu. Vijay, who was earlier expected to take oath as chief minister on Thursday, is still trying to gather support to cross the majority mark in the Assembly.

TVK supporters staged protests in several parts of the state after the governor reportedly told the party it does not yet have the numbers to form the government. DMK, VCK, CPI and CPI(M) leaders have asked the governor to invite Vijay as the single-largest party leader and allow a floor test, while uncertainty continues over AIADMK support due to internal differences within the party.

TVK won 108 seats in the 234-member assembly and is ten short of the majority mark. With Vijay also to step down from one of the two seats he won in the assembly polls, the effective strength of TVK in the assembly will become 107.

‘Not enough numbers’, says Governor

Vijay on Wednesday met Tamil Nadu governor Rajendra Arlekar and submitted a list of TVK and Congress lawmakers who pledged support, said leaders in the Tamil Nadu Congress who asked not to be named. But Lok Bhavan officials indicated that a formal decision on inviting Vijay to form the government and holding the swearing-in ceremony had not yet been made.

The Governor is not convinced about the numbers so far as TVK “does not have official figures as of now," news agency ANI reported. The officials added that the governor was also seeking legal opinion.

On Wednesday evening, Arlekar dissolved the 16th legislative assembly with effect from May 5, Lok Bhavan said.

Congress extends support, AIADMK rejects alliance

Congress has extended its full support to TVK to form the government. Congress, which contested the polls as part of DMK-led alliance, won five seats. However, the backing comes with a condition. In a press release, the Congress said its support would be contingent on keeping out any “communal forces” that do not believe in the Constitution of India.

Meanwhile, the AIADMK has rejected reports of any post-poll alliance with Vijay's party. “This is entirely false. Under no circumstances the AIADMK will support the TVK,” AIADMK deputy general secretary said in a statement.

Tamil Nadu govt formation LIVE: Governor trying to buy time to help BJP manipulate govt formation, says Sibal

Tamil Nadu govt formation LIVE: Sabha MP Kapil Sibal on Thursday launched a scathing attack on Tamil Nadu Governor Rajendra Vishwanath Arlekar for not inviting Vijay-led TVK to form the government, alleging that governors are "agents" of the BJP who "maul" the Constitution to serve that party's interests.

The former Union minister alleged that Arlekar is trying to "buy time" so that the BJP can manipulate government formation in Tamil Nadu.

Sibal's remarks come amid Vijay's efforts to cobble up support to form his maiden government after his TVK emerged as the single largest party in the the April 23 assembly polls.

"I was hoping that by now the governor would have invited the TVK to form the government in Tamil Nadu. That is the norm, the governor, Mr Arlekar, would be knowing the norm. But of course, when governors become agents of the BJP, they do the bidding of the BJP," Sibal said at a press conference here.

Tamil Nadu govt formation LIVE: Denying TVK opportunity to prove majority in assembly is wrong, says DK Shivakumar

Tamil Nadu govt formation LIVE: Karnataka Deputy Chief Minister D K Shivakumar on Thursday said that the Tamil Nadu Governor Rajendra Vishwanath Arlekar should allow Tamilaga Vettri Kazhagam (TVK) to form a government and prove the majority on the floor of the House and the decision to ascertain majority in Raj Bhavan is not correct.

"The Governor must allow government formation. In Karnataka, the Governor had permitted Yediyurappa to do so. Parties that won more seats have previously been allowed to form governments. Presidents Narayanan and Abdul Kalam also acted in this manner. Vajpayee, too, was similarly permitted to form a government and prove his majority on the floor of the house. Denying that opportunity to TVK now is wrong," the Deputy Chief Minister said.

Tamil Nadu govt formation LIVE: ‘Does not have qualification, just an actor’, says AIADMK on Vijay

Tamil Nadu govt formation LIVE: Tamil Nadu’s hung Assembly has triggered a major political clash over government formation. AIADMK leader KP Anbalagan ruled out backing Vijay, saying cinema fame cannot qualify someone to form a government.

He said, “There is a certain qualification required to form a government, but he does not even have the basic qualification. He is just a cinema actor.” He also added, “For that reason, the AIADMK cannot extend its support to Vijay's party… We will never support Vijay.”

Anbalagan added, “Under the leadership of Edappadi Palaniswami, the party functions under a single leadership… Till the very end, we will not support Vijay.”

TVK, despite emerging as the single-largest party with 108 seats (107 after a likely resignation), remains short of a majority and is reaching out to Congress, Left parties, and VCK. Five Congress MLAs have already extended support. (ANI)

Tamil Nadu govt formation LIVE: The delay in Tamil Nadu’s government formation is being seen as more political than constitutional.

Thol Thirumavalavan, VCK chief, said, "Experts say that the governor cannot demand a list of 118 MLAs who will support the government, and our view is that the BJP is creating confusion in Tamil Nadu politics. They may be asked to prove majority on the floor of the House, and they cannot be asked to give a list in advance," adding criticism of the ongoing process.

Tamil Nadu govt formation LIVE: The Nationalist Congress Party (Sharad Pawar faction) has criticised the ongoing delay in government formation in Tamil Nadu following a hung verdict in the recent Assembly elections.

He said the BJP was behaving like a “sore loser.” In a statement, party spokesperson Clyde Crasto said, “TVK led by Vijay is the single largest party in Tamil Nadu and has the proven support of other parties to fulfil the numbers to form the Government. Governor should constitutionally respect the mandate of the people and invite TVK and Vijay to form the government. Is BJP misusing its central powers in Tamil Nadu and behaving like sore losers,” he asked. The party also said the governor must act in a neutral manner and uphold constitutional duty. (PTI)

Another resolution strongly criticised the Congress, saying it had moved away from the secular progressive alliance and failed to change its “old political character”.

It also accused the party of shifting positions despite electoral gains under the DMK-led alliance, saying it had “secured one Rajya Sabha seat and 28 Assembly constituencies” before allegedly moving towards another political alignment.

Tamil Nadu govt formation LIVE: VCK sets conditions for support to TVK, questions BJP-RSS influence

Tamil Nadu govt formation LIVE: VCK leader SS Balaji said his party’s demand for the governor to invite TVK does not amount to support for the party or its leader Vijay. He said, "Just because we are saying that the governor should invite him doesn't mean that we are going to support him (Vijay)."

He added that support would depend on whether TVK proves its independence from the BJP and RSS, saying, "there must be something solid on the ground which should make us believe that he will not be in the clutches of the BJP or RSS."

Balaji also criticised both the governor and TVK, saying, "the governor's act or the governor's attitude is against the constitution." He further said TVK must reassure allies of its political stance: "it is their duty or their responsibility to make us believe or make us trust they'll never be in the hands of the BJP or RSS."

He is just a cinema actor.”

He added that Vijay is using his film popularity for political gains, as per news agency ANI. “Using his fame from cinema, Vijay is trying to create an impression, but how many seats has he actually won here?” he said, adding that AIADMK will not support TVK.

Tamil Nadu govt formation LIVE: ‘Due to pressure from Modi and Shah’, TN Congress attacks Governor in TVK row

Tamil Nadu govt formation LIVE: Congress in-charge Girish Chodankar has accused the governor of favouring the BJP. “Due to his RSS background and the pressure from Narendra Modi and Amit Shah, I feel that the Governor is bowing before the BJP rather than before the Constitution and the people of Tamil Nadu,” he said, as per news agency ANI.

The dispute centres on TVK’s claim to form the government after coming up as the single largest party with 108 seats, but falling short of the 118-seat majority in the 234-member Assembly.

Chodankar said the governor should invite TVK to form the government, adding, “The governor has no option then to invite Mr Vijay to swear in as the chief minister and should give him time.”

He also warned against bypassing the mandate, saying, “There will be a big revolt if the Governor tries to impose his rule and run the state through backdoor.”

TVK is reaching out to Left parties, including CPI and CPI(M), seeking support, while discussions are ongoing within these parties on their stand. The governor has maintained that TVK must prove its majority before being invited to form the government.

Tamil Nadu govt formation LIVE: BJP says Governor will follow rule book

Tamil Nadu govt formation LIVE: As suspense continues over who will form the next government in Tamil Nadu, Speaking to PTI Videos, BJP spokesperson Narayanan Tirupathy said the Governor was taking time because the Assembly verdict had thrown up a fractured mandate.

“I don't think there is any confusion with Raj Bhavan or the governor. He (governor) will go by the constitution. He will go by rule book,” Tirupathy said.

"The way the people have cast their votes reflects this outcome. Consequently, the electorate has voted in such a way that no single party has secured an absolute majority", he added.

Tirupathy said, "According to our constitutional framework, the party that secures the highest number of seats, specifically, more than half of the total strength of the house and the one that gets the necessary support or backing is entitled to form the government. However, unfortunately, in this instance, no party has secured a majority".

"I believe this is precisely the reason for the current confusion and they (Lokbhavan) were taking the necessary time", he said adding "if other parties come forward to express their support for Vijay, a stable governance will be established in Tamil Nadu".

Tamil Nadu govt formation LIVE: VCK chief Thol Thirumavalavan on Thursday said Tamil Nadu Governor Rajendra Arlekar has “no right” to seek proof of majority from TVK chief Vijay before inviting him to form the government, insisting that the majority should instead be tested on the Assembly floor after swearing-in.

“The Governor has no right to ask Vijay to prove his numbers or absolute majority of 118 before inviting him to form the government. He should first assume charge as Chief Minister, as it is the people’s mandate. After that, it becomes his responsibility to prove the majority on the floor of the Assembly. I request the Governor to invite TVK president Joseph Vijay to form the government, as it is both the people’s mandate and his constitutional right.”

He added that the TVK chief also requested the VCK and Left parties to extend their support in forming a secular government.

“Based on his request, we will discuss the merits and demerits of extending support and then decide whether to support him or not. But in my opinion, since it is the people’s mandate, he should take charge of the government.”

Tamil Nadu govt formation LIVE: Congress MP Manickam Tagore accuses BJP of playing politics in TN

Tamil Nadu govt formation LIVE: On TVK Chief Vijay meeting with Tamil Nadu Governor, Congress MP Manickam Tagore on Thursday accused BJP of playing politics in Tamil Nadu by pressuring the Governor to not let TVK chief Vijay form government.

“We all know that in Tamil Nadu, people have voted for change. People have chosen a new leader, and TVK has emerged. The direction is very clear: 108 members have been elected from that party. With the Congress party’s support of five members, the total becomes 113, while the halfway mark is 118. The governor, a former BJP man, is under pressure from the system.”

“It is well known that the BJP’s mindset, and Delhi’s mindset, is not to make Vijay the Chief Minister. Delhi does not want Vijay to be the Chief Minister. We know the governor is delaying the decision. Although the governor is a good man, he is under pressure. BJP has only one MLA in Tamil Nadu, yet even with one MLA, they are ready to play politics. This is very unfortunate. Stopping a government that has been voted in for change and hope is a crime.”

"I feel that Vijay should be invited to form the government quickly and be allowed to face the floor test in the assembly. That is natural justice. Any obstruction by any party against this change and hope will be punished by the people of Tamil Nadu."

Tamil Nadu govt formation LIVE: CPI state secretary urges Governor to give TVK an oppn to prove majority in assembly

Tamil Nadu govt formation LIVE: Communist Party of India (CPI) Tamil Nadu State Secretary, M. Veerapandian on Thursday released a press statement urging the Governor to give an opportunity to TVK to prove its majority on the floor of the Assembly, news agency ANI reported.

"In the 2026 Tamil Nadu Legislative Assembly election held on April 23 in Tamil Nadu, voters did not deliver a clear mandate enabling any single party to independently form the government. However, the electorate has given Tamilaga Vettri Kazhagam 108 seats, making it the single largest party in the Assembly. Based on this, TVK leader Vijay has met the Governor and staked claim to form the government. It is not appropriate for the Governor to insist that TVK prove its majority before the swearing-in ceremony. As the single largest party, TVK must be given an opportunity by the Governor, in accordance with the Constitution, to prove its majority on the floor of the Assembly..." the statement read.

Tamil Nadu govt formation LIVE: ‘Only place to test a majority is floor of the House’, says Senior advocate Sanjay Hegde

Tamil Nadu govt formation LIVE: Senior advocate Sanjay Hegde on legal issues in the formation of government in Tamil Nadu, says, "There is no question of the Governor first ascertaining whether a person has a majority inside the Raj Bhawan, and then asking for that majority to be proved again on the floor of the House. The only place to test a majority is the floor of the House. There have been many instances in the functioning of the Indian Republic and its Constitution, where parties without a majority have stake claim, have been invited to form a government, and thereafter they have gone on to prove their majority on the floor of the House or to fall on the floor of the House. Your viewers may remember that that Atal Bihari Vajpayee was invited by the President to form a government, when the BJP was the single largest party. Despite the fact that there were other parties who possibly had a majority, and Vajpayee was invited. He became Prime Minister for 13 days. He fell on the floor of the House, and thereafter a new government was formed. Majorities are not tested in the Raj Bhavan or in the Rashtrapati Bhavan."

Tamil Nadu government formation news LIVE: What is the provision in India to form government?

Tamil Nadu government formation news LIVE: In India, governors usually call the single-largest party to form the government if no single party or pre-poll alliance crosses the halfway mark, as happened in Maharashtra in 2019. However, there is no law for such scenarios and the Constitution leaves it to the governor’s discretion.

Legal expert Vijayan Subramanian said the governor created “confusion”. “In SR Bommai versus Union of India, the Supreme Court categorically held that the question of majority must ordinarily be tested only on the floor of the legislative assembly and not through the Governor’s personal or subjective assessment,” he said.

Subramanian added that insisting an elected leader first parade or individually demonstrate support before the governor, without a floor test, could contradict the constitutional principles laid down by the Supreme Court.

Tamil Nadu government formation news LIVE: The half-way mark in Tamil Nadu is 118, and there are many combinations that can arrive at this number. Congress has extended its support, taking the tally to 113.

Vijay contested from two seats and won both. The 51-year-old has to resign from one seat within 14 days of the election result being notified.

On Wednesday, Vijay submitted a list of TVK and Congress lawmakers who pledged support, said leaders in the Tamil Nadu Congress who asked not to be named. But Lok Bhavan officials indicated that a formal decision on inviting Vijay to form the government and holding the swearing-in ceremony had not yet been made.
