"I fail to understand how they (CRPF) act independently when the standard operating procedure (SOP) has been set for them. I want to assure people that whoever indulges in excesses will face the music," Kashmir divisional commissioner Asghar Samoon said.

The message to the paramilitary force was delivered even as protests continued against the hanging of Parliament attack convict Afzal Guru on February 9 and the death of a student in alleged firing by the army in Baramulla district on Tuesday.
