HT Monsoon Audit: Bumpy ride, unfilled potholes, uneven patches on crucial Mumbai roads

The Brihanmumbai Municipal Corporation claims to have finished pre-monsoon work on all 114 priority-I roads , but just 33% of priority-II roads this year.
To prepare for the rains, the BMC classified the city’s roads as priority-I or II based on how likely they were to develop potholes or flood.
So, the bad news is two-thirds of priority-II roads — those less likely to develop problems in the rains — are yet to be repaired.
HT’s expert panel, which travelled around the city to identify clogged drains and bad roads that could spell trouble during the monsoon, said while most of the road work was at an advanced stage, there were many placed with dislodged paver blocks near major junctions, unfilled potholes, poorly repaired trenches and uneven patches on crucial connecting roads across the city.

But when the experts visited the area on June 2, they found heaps of debris lying below the flyover and blocking the flow of traffic.
“The BMC has done a decent job of repairing roads at most areas, but at chronic flooding spots such as Gandhi market, the BMC should have taken extra measures and completed the work on the entire stretch,” said Raj Kumar Sharma, an activist and one of the panellists.
The panellists also found that work on arterial roads that connect the suburbs to the city was severely delayed.
On the Ghatokopar Mankhurd Link Road, which connects the eastern suburbs with the island city, work was still in progress.
The service road towards Ghatkopar — meant to help clear traffic from the main road — was in bad shape and had illegally parked heavy vehicles, which narrowed it.
The panel found that a bridge culvert was under construction, which could lead to snarls once the monsoon begins in earnest.
When HT visited SV Road between Bandra and Andheri (a stretch that sees heavy traffic), the work looked complete. But the quality of repairs was poor — paver blocks were laid in patches and this was already slowing down traffic.
“The BMC has to immediately remove paver blocks from all arterial roads where it is being used for patchwork,” said SN Patankar, one of the experts.
The BMC was also lagging behind in concretising 92 of 415 major roads including SV Road, Link Road, Goregaon-Mulund Link Road and VN Purav Marg.

HT’s panel said the BMC has not focussed on maintaining the roads it has already repaired, which will worsen the situation.
