He highlighted that Europe had been most impacted by these measures and said a post-conflict economic period could bring major opportunities. Lavrov stressed that protecting national minority rights remains a key condition for resolving the crisis. Talks between Washington, Moscow, and Kyiv over the plan are ongoing.
