Can't say Modi is communal or not: Hazare

Social activist Anna Hazare on Friday clarified that he cannot say whether Gujarat Chief Minister Narendra Modi is communal or not. Addressing a press conference in New Delhi he alleged that BJP's whole agenda is communal.
