India, Russia sign civil nuclear deal

Russian President Dmitry Medvedev and visiting Prime Minister Manmohan Singh sealed an agreement to boost cooperation in the civilian use of nuclear energy after talks in Moscow on Monday. Medvedev, however, ruled out Moscow acceding to New Delhi's demand to be conferred the status of a nuclear weapons state.
