Omar promises to set up system of three-tier local bodies

Jammu and Kashmir chief minister Omar Abdullah during an election rally held at Poonch has assured that plans to set up a system of three-tier local self-governance bodies in Jammu and Kashmir will be initiated after polls to the legislative council are conducted in early December.
