Present system can’t punish guilty in coal scam: Balbir Punj

In the wake of the government's decision to reject CBI's plea to question former coal ministry secretary HC Gupta in connection with the coal scam, BJP vice president Balbir Punj said the present system can neither allow an impartial probe nor punish the guilty.
