Quota essential for lower-castes

Prime Minister Manmohan Singh, while addressing an International conference on Empowerment of Dalits and Minorities through Education and Employment in New Delhi, on Thursday said lower-castes suffer from several handicaps and special efforts are required to empower them. The move - which prompted angry street protests by students last year – was under the scrutiny of the Supreme Court till recently but now will be referred to a higher bench.
