Why is Bastar tumultuous?

Chhattisgarh's Bastar region is more popular than the Marathawada or Vidarbha regions of Maharashtra and the reason for this is the constant Naxal attacks. Although the Dandakaranya area is beautiful but for the last two decades Maoists have been creating a ruckus in this area. The common man is becoming the prey of government's failure and Maoists attack. Even the intellectuals and thinkers believe that the failure of government is giving vigour to Maoists.
