Putin shields strategic targets: Zelensky admits Russia built three air‑defense rings around Moscow

Ukrainian President Volodymyr Zelensky says Russia has concentrated three layers of air defence around Moscow—redeploying systems from across the country—and has also reinforced St Petersburg and strategic energy and port infrastructure. He argues that Ukraine’s long-range drone operations can still penetrate these defences because interceptors and systems must eventually reload, replenish and be redistributed.
