A group of residents of Park View Residency (PVR) in Palam Vihar’s Sector 3 has written an open letter to Prime Minister Narendra Modi, seeking his intervention in resolving all disputes pertaining to maintenance and other facilities at the condominium.

The letter stated that the RWA was being controlled by a small group of people, who had come to power through back door, and did not represent all the residents. It implored the Prime Minister to look into their problems and resolve the issues as they had knocked every possible door of the government.

“Even after following all the laws, having a majority of 90 per cent of the residents, the office of district registrar continues to elude justice to the residents using all possible tricks and loopholes in the current HRRS guidelines. We have a few questions for you Mr Prime Minister. If a group of well educated tax paying citizens of India cannot get justice in 8-9 months from government officials and ministers of a state owned by your own party, who will? (sic)” stated a letter posted on Twitter by @FREEPVR1.

The members of the residents’ welfare association, however, denied the claims made in the letter and said that the allegations were being made by residents, who wanted to unseat an elected association. Park View Residency is a group housing society developed by Bestech group and has 680 apartments.

Jaidev Dutta, a resident, said the RWA has forced them to pay the highest amount of maintenance charge in the entire national capital region. “The association is not ready to show accounts of expenditure, balance sheets. In fact, they are not ready to reveal anything. The contracts for maintenance, horticulture and other services are given by the RWA members to their own companies,” he said.

The association president, however, denied the allegations. “This group had lost the election held in 2017 because they allied with the developer, who has now left. But this group still wants to destabilise the association and is making false allegations,” said SC Kumar, president of the PVR Condominium Association.

The RWA has 11 elected members and the election was held in 2017 under the aegis of the district registrar, said Kumar.

The district registrar, who looks after the matters pertaining to RWAs, however, said there was an ongoing dispute between the two groups and he had called a general body meeting on March 31 to resolve the matter. “A general body meeting has been called to resolve the differences between two groups,” he said.

The developer, however, said they had handed over the maintenance to RWA long time ago. “We had handed over the condominium and all the facilities under due legal process,” said Brigadier (Retd) Deepak Kapoor.
