In 1967 PM Sayeed was elected to 4th Lok Sabha from Lakshadweep. In 1998 he was re-elected to 12th Lok Sabha (9th term) and in 1998, he became the Deputy Speaker of LS showing his immense clout.
In 1967 PM Sayeed was elected to 4th Lok Sabha from Lakshadweep. He then became member of the committee on Public Undertakings and then the Member of the Joint Committee on Contract Labour. He followed it up the General-Secretary of the All India Youth Congress and was re-elected to the 5th Lok Sabha (2nd term) in 1971.
Soon after he became the member of the Committee on Petitions, the joint committee on salaries and allowances of the members of parliament. His memberships expanded over the new few years until in 1973-74 he became the treasurer of the Parliamentary Forum for Scheduled Castes and Scheduled Tribes. He was then re-elected to 6th Lok Sabha (3rd term).
In 1979-80, he became the Union Minister of State - Steel, Coal and Mines. In 1980, he was re-elected to 7th Lok Sabha (4th term) and was again re-elected to the 9th Lok Sabha (6th term) in 1989 and to the 10th Lok Sabha in 1991. During 1991-93, he became the member of the Joint Committee on the Constitution (Seventy-Second Amendment) Bill, 1991.
In 1996, he was re-elected to 11th Lok Sabha for the (8th term). In 1996, he became the Deputy Chief-Whip, Congress Parliamentary Party.
In 1998 he was re-elected to 12th Lok Sabha (9th term) and in 1998, he became the Deputy Speaker of Lok Sabha.
