SC gives go ahead to Centre on ragging panel
The panel will suggest measures to check the ragging menace on university and college campuses across the country, reports Satya Prakash.
The Supreme Court on Monday asked the Government to go ahead with its plan to set up a Lyngdoh-type panel to suggest measures to check the ragging menace on university and college campuses across the country.
During hearing of a PIL, Additional Solicitor General Gopal Subramanian told a Bench headed by Justice Arijit Pasayat that the Government has decided to constitute such a committee in view of suicides committed by some students due to excessive ragging.
The Bench suggested the name of former CBI Director RK Raghavan to
head the panel. The Government would decide the names of the other members on the panel later.
The court, which had in September last accepted the recommendations of the committee headed by former Chief Election Commissioner JM Lyngdoh on cleansing the students' union elections in the country, gave three weeks to the ASG for seeking necessary instructions from the HRD Ministry in this regard.
Meanwhile, Madhya Pradesh Police submitted a status report in a sealed cover to the Bench on the probe into the death of Professor HS Sabharwal, who died after being assaulted allegedly by ABVP activists in Ujjain in August last.
The court had on September 25 asked the DIG to place the status report of the probe before it by November 3 and also file an affidavit about the allegations that the probe was not being conducted in an impartial manner.
The court has already issued notices to the CBI, Madhya Pradesh government and some others on a PIL filed by Professor Sabharwal's son Himanshu.
The Bench had directed the state police to ensure that witnesses coming forward to give statements were given protection.
Professor Sabharwal had died after being attacked by unruly students following cancellatioin of students' union elections at Madhav College, Ujjain on August 26.
