PM says nice things but does not implement: Bharat Verma

Reacting on Prime Minister Manmohan Singh's statement that he has not become PM to redraw borders, defence analyst Captain (Retired) Bharat Verma said on Saturday that PM sometimes says nice things but does not implement them on the ground.
