Businesses and schools were closed and highways deserted as people stayed home fearing attacks by the rebels who are often ruthless toward those who defy their orders.

The Home Ministry said security forces could use any force necessary maintain peace.

Hundreds of troops patrolled highways and cities, although officials said they had not received any intelligence reports about possible violence planned by the rebels.

In Katmandu, there were no vehicles on the streets and government workers had to walk to work while private businesses were closed. Fighting between the rebels, who claim inspiration from Chinese revolutionary leader Mao Zedong, and government soldiers has escalated since the insurgents withdrew from a seven-month cease-fire in August after three rounds of peace talks. The insurgency has claimed more than 9,000 lives.
