THE DEPARTMENT of Industrial Development, Government of UP would soon come out with a revised ‘Special Economic Zone’ (SEZ) policy in the State.
Announcing this at a workshop on ‘Special Economic Zones’ organised by Udyog Bandhu, government of UP and Price Waterhouse Coopers, New Delhi, Industrial Development Commissioner (IDC) Atul Kumar Gupta commented: “We have plans of setting up a committee to forwardall proposals for setting up of SEZs to the chief minister for his consent as soon as the revised SEZ policy is approved for implementation by the State Cabinet in Uttar Pradesh.”
He said that the State government would not like to lose the opportunity of inviting private sector investment for SEZs as the total quantum of private investment expected in the country for setting up of new SEZs is to the tune of Rs one lakh crores.
Gupta said that the State government is already making sustained efforts to align its SEZ policy with the policy framework of the Union Government on SEZs. “Almost 95 per cent of the SEZs operational globally today had been set up with private sector investment.
The Industrial Development Department, Government of UP would talk to private sector investors in SEZs for chalking out a roadmap for setting up such Zones in the state,” he said.
“To cite an example on interest shown by state’s entrepreneurs for setting up SEZs in the State — there entrepreneurs in Aligarh region of Uttar Pradesh who had already taken up an initiative to set up an SEZ in their region. These entrepreneurs, who are into the brassware business have already got 30 other entrepreneurs in the region to be interested in setting up of a SEZ in Aligarh,” Gupta said
Moreover, these Aligarh entrepreneurs had already put up a proposal with the Uttar Pradesh State Industrial Development Corporation (UPSUDC) while asking it to acquire land for them in Aligarh for setting up the SEZ. Once the land is acquired, these entrepreneurs would approach the Union Government for permission to set up the SEZ in the State, he added.
NC Bajpai, agriculture production commissioner, Government of UP said that the State government had been making efforts to make all its policies in the industrial sector user-friendly to minimise the gestation period of setting up a project in the State.
JP Rai, advisor, Price Waterhouse Coopers, New Delhi while fielding a query from an industrialist on whether the State government’s newly-developed ‘Leather Technology Park’ spread over 300 acres of land in Unnao and having about 30 leather units already functioning could qualify for an SEZ status, said that all the 30 already existing leather units would not be able to become part of the SEZ if the ‘Leather Technology Park’ received an SEZ status in Unnao as per the SEZ policy of the Union Government.
