Uproar over Speaker?s ruling

UPROARIOUS SCENES were witnessed in the State Assembly today when Speaker Ishwardas Rohani prevented Opposition Congress MLA Satyadev Katare from raising point of order during the zero- hour. He had earlier asked Katare to wait and speak after BJP MLA Kailash Chawla.

UPROARIOUS SCENES were witnessed in the State Assembly today when Speaker Ishwardas Rohani prevented Opposition Congress MLA Satyadev Katare from raising point of order during the zero- hour. He had earlier asked Katare to wait and speak after BJP MLA Kailash Chawla.

Chawla asked the Speaker about the Breach of Privilege notice moved by him against the leader of Opposition Jamuna Devi. He said that following bedlam in the House on Thursday, Jamuna Devi had apologised for the conduct of the Opposition, but had later stated to the media that the Tuesday episode reflected ‘fascist’ character of the ruling BJP as Opposition MLAs had almost come to blows with some ministers.

The Speaker said that he would look into the matter. Katare wanted to raise point of order in response but was not allowed by the Speaker. “Point of order is raised in the course of a debate. When no debate is taking place and zero-hour is in progress, there can be no point of order”, he said.

The House plunged into uproar as Katare pointed out the Speaker’s earlier promise to give him an opportunity after the zero hour mention by Kailash Chawla (BJP). This further sparked protests from the treasury bench.
