Hizbul commander a reformed militant: J&K govt

Jammu and Kashmir government on Saturday claimed that the alleged Hizbul Mujahiddin senior commander, Sayyed Liyaqat Ali Shah, arrested by Delhi police on Thursday, from Gorakhpur, was a reformed militant, who was in-transit under the state's rehabilitation policy.
