While addressing the annual conference of relief commissioners/secretaries (disaster management) of state/union territories to review status of preparedness for the south-west monsoon 2011 in New Delhi today, Home Secretary G. K. Pillai urged states to become self-reliant and use the money available in their treasuries. He said that most states could not impede projects on the pretext of lack of funds, as crores are lying unused in their treasuries.
