The former Supreme Court judge told HT he wanted to contribute to the drafting of a strong bill, but was "not very sure about the intentions of the government".
He will be in Delhi on Saturday.
Hegde, who is one of the five civil society members on the panel and wanted to quit after Digvijaya Singh said he had been ineffective as the Karnataka Lokayukta, dismissed the Congress leader's clarification as a damage-control exercise.
