The report states that while there was no inordinate delay in the registration of an FIR in the case, serious lapses followed on the part of the SHO, Dharampal Singh.

“The SHO should have, as per procedure, conducted a local enquiry subsequent to the registration of the FIR and investigated the crime scene,” the reports states, adding that the SHO had not even sent a forensic team to the crime spot for collection of evidence.

Although the Special Initial Report (SIR) was sent to senior officers at the district headquarters, it mentioned only the initial registration of an FIR while regular updates, as per procedure, were not provided.

Instead of monitoring the investigation into the case immediately, the child’s mother was asked, to arrange photographs of various sizes for paper work.

The report said that while a case was registered immediately, the police gave a lukewarm response.
