European leaders are raising alarms over what they describe as an intensifying Russian hybrid threat, amid fears of drone incursions, missile incidents, sabotage, cyberattacks and pressure on critical infrastructure. Polish Prime Minister Donald Tusk warned that Moscow could allegedly target NATO’s eastern flank with drones or missiles and portray any strike as an “accident” to undermine an alliance response. French President Emmanuel Macron said Russia’s hybrid threat to Europe and France had intensified, ordering plans to secure critical infrastructure and sensitive defence-industrial sites against drone and cyber threats. European governments are now reviewing preparedness as tensions over Russia’s war in Ukraine deepen.
