Parliament monsoon session highlights: Parliament passes the Kerala (Alteration of Name) Bill, renaming state to Keralam

• CPI(M) MP John Brittas and BJP MP Sushmita Dev moved privilege motions against each other. Brittas had alleged, without naming her, that the BJP MP had addressed him as “lungiwala” during proceedings in the Upper House on Monday, August 10.

• After union home minister Amit Shah urged the Opposition to submit a letter to the Speaker by 2pm and to start the discussion over the students' protest by 3pm, Lok Sabha LoP Rahul Gandhi said the Opposition was “not interested…in a lecture.”

• The proposal to send the FCRA Amendment Bill to a Joint Committee of Parliament was passed. While the Opposition alleged it was “against minorities”, union minister Kiren Rijiju challenged them to cite a single provision regarding the same.

• The Lok Sabha passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2026. Rajya Sabha passed the National Co-operative Development Corporation (Amendment) Bill, 2026 and the Kerala (Alteration of Name) Bill 2026.

Parliament LIVE: BJP MP Brijmohan Aggarwal on Wednesday accused the Opposition of “avoiding” a debate, claiming their “attitude is highly unfortunate.”

“They merely wish to create an uproar and are fighting a battle meant for the streets inside the House. Bringing placards, raising slogans, and stalling the proceedings for the past 15 days reflect the Opposition's irresponsible conduct,” Aggarwal told ANI news agency.

Parliament LIVE: The FCRA amendment Bill was sent to a Joint Parliamentary Committee (JPC) for further scrutiny during Parliament’s Monsoon Session, drawing strong opposition from the Congress. Party MP Hibi Eden said the proposed changes amounted to an “organised attack” against minorities and said the party had demanded that the Bill be withdrawn.

“The FCRA amendment which has been brought before Parliament and sent to the Joint Parliamentary Committee is an organised attack against the minorities of this country... We demanded the withdrawal of the particular bill containing these amendments. We strongly oppose it, and our party leadership will decide our future course of action,” Eden said.

Parliament LIVE: Samajwadi Party chief and Lok Sabha MP Akhilesh Yadav on Wednesday claimed that “all important bills being brought are against minorities.”

“What is FCRA? FCRA only targets minorities…If FCRA can come, then other funds also exist—why can't rules be made regarding them?” Yadav questioned.

Parliament LIVE: Union minister Piyush Goyal on Wednesday said that the government was “willing to engage in discussions”, adding that the Opposition had “changed their stand.”

“The Opposition has been completely exposed. Since the beginning of this session, the government has consistently been willing to engage in discussions. We have also made changes to the law, but as you can see from the debate, not a single Opposition member spoke on the subject,” PTI news agency cited Goyal as saying.

He added, “Initially, they demanded a discussion, but when the government agreed, they changed their stand. Their repeated change in approach clearly shows that the Opposition, including Rahul Gandhi, has no real issue to raise and only wants to prevent the House from functioning...”

Parliament LIVE: TMC MP Mahua Moitra on Wednesday said there had been “propaganda that there is some division in the Opposition”. However, she stated that the Opposition had “unequivocally” demanded the full withdrawal of the FCRA Amendment Bill.

“Every Opposition party today, when the Bill came up amid the din, supported sending it to the JPC. We wanted to speak. They did not even allow us; the Chair did not even allow us to place our statements on record,” Moitra told PTI news agency.

Parliament LIVE: TMC MP Mahua Moitra on Wednesday claimed that the FCRA Amendment Bill “is meant just so that the BJP can ensure all funding remains only for the RSS.”

“The RSS is supposedly an NGO, but it is unregistered. The RSS has huge properties worth thousands of crores in every district in the heart of Delhi. It's not open to audit... Anything non-RSS is going to be choked,” Moitra told PTI news agency.

“They will first cancel the licences, as we have already seen happening in many cases, and then they will take over the assets of these organisations. This is just another way of harpooning, land grabbing, and taking over the assets, cash and money of organisations,” she added.

Parliament LIVE: Congress MP KC Venugopal on Thursday said the FCRA Amendment Bill “targets NGOs and minorities”, while claiming that the RSS was “getting donations from all across the world.”

“On one side, RSS is getting donations from all over the world without registration. On the other side, you are targeting the NGOs and minorities, those who are doing good work in the areas of health and education. This is not acceptable,” Venugopal told reporters, according to ANI news agency.

Parliament LIVE: Congress MP KC Venugopal on Thursday claimed the FCRA Amendment Bill was “brought at the last minute”, alleging the MPs had received a message at noon saying union home minister would move the Bill.

“…But Amit Shah remained absent even today. The MoS moved the resolution to send the bill to JPC. Instead of bulldozing the legislation in din, they are sending the bill to JPC. But our demand is to withdraw the bill,” Venugopal told reporters, according to ANI news agency.

“I have moved a breach of privilege motion against Member Mr John Brittas. It is pending with the Chairman of the Rajya Sabha, who will take a decision,” Dev said. This camr after Brittas alleged a member of the ruling party had referred to him as “ling-wala” and moved a breach of privilege notice against Dev.

“I have a video from 4:34 PM on August 10, when the Income Tax Amendment Bill was being debated. What he said on the mic regarding religion and a party's allegiance is very unlike him. I have known Mr Brittas for a very long time, and I am shocked by the kind of news that has reached Kerala, a state that I love dearly...” Dev told PTI news agency.

“Others can also be called for hearings and their opinions can be considered. Instead of welcoming this, they are opposing it. It is unfortunate. This Bill does not target any minority,” Rijiju said.

He further added, “It is being brought to strengthen the security of the country. There is no question of targeting any minority or community.”
