A United Nations agency, the ICAO codifies the principles and techniques of international air navigation. It has laid down standards and recommended practices which it seeks to propogate worldwide.

"The team will be in India till October 20. It will inspect the Directorate General of Civil Aviation's (DGCA) safety manuals. It will make recommendations for improved security," said a senior civil aviation ministry official who did not want to be named. The team will also check out whether the recommendations accepted by India during an ICAO conference of director generals of civil aviation in March this year have actually been implemented.
