District judge HS Sharma will formally frame charges against Wasim Akram Malik, arrested for his allegedly involvement in the case by the Nation Investigation Agency (NIA), for various offences under the Indian Penal Code, Explosive Substance Act and Unlawful Activities (Prevention) Act.

On September 7, 2011, a bomb exploded at gate number 5 of the high court, killing 15 people and injuring 79 others. Apart from Malik, the NIA had chargesheeted five others. Accused Amir Abbas Dev arrested by the NIA had later turned approver. Three others — Amir Kamal, Junaid Akram Malik and Shakir Hussain Seikh alias Chota Hafiz — who are suspected members of the banned terror outfit, Hizb-ul-Mujahideen, are evading arrest. The sixth accused, a minor, is being adjudicated separately.

On September 4, the court had dropped the charge of waging a war against the country, following which the NIA had moved the court on September 18 against the decision.
