Delhi Police have arrested a 30-year-old man for allegedly usurping his mother's property in connivance with Delhi Development Authority (DDA) officials in Dwarka in southwest Delhi.

Along with the son, three persons — a DDA official, a property dealer and an agent — have also been arrested.

The incident has once again exposed the corruption within the land owning agency.

The south district police said they had received a complaint from Dr Promila Kakkar (61), a resident of Chandigarh, accusing her son, Rishi Karan Kakkar, of selling her flat in Dwarka with forged documents.

The complaint said her husband had purchased the flat and her son had sold it without her knowledge, police said.

She also complained that despite writing several letters to the DDA, no action was taken and the deal was finalised.
Kakkar’s husband Bhupinder Kakkar died in 2006.

The SFS flat in Sector-16, Dwarka, was lying vacant since as the family lives in Chandigarh, police said.

“The son had forged the relinquished deed documents saying that his mother and two sisters do not need the Dwarka property anymore. The deed also said the mother had no objection if the property was sold. We found that the papers had been forged and the complainant never signed on it," said a police officer not authorised to speak to the media.

A case was registered at Kotla Mubarkapur.

The other three accused arrested were Gopal Kumar (40), an Upper Division clerk in the DDA, Chaderpal Sahoo (42), a property dealer, and Naresh Kumar (45), an agent.

“We arrested the woman’s son along with three others under appropriate sections of the law,” said HGS Dhaliwal, DCP (south).

Police said the complaint letters written by Kakkar never reached the DDA officials. “All the letters were found with Kumar as he never forwarded it to the higher authorities. He reportedly misguided his seniors to sign on the sale deed,” said the officer.

Police said Kumar, in connivance with Naresh Kumar and Sahoo, forged the property documents and gave it to the woman’s son.
