Haryana council of ministers recommends dissolution of Vidhan Sabha

To avert a constitutional crisis, the Haryana council of ministers led by chief minister Nayab Saini on Wednesday recommended premature dissolution of the state legislature. The dissolution was recommended to avoid summoning the House before the expiry of the six-month period from the last sitting of the assembly, a mandatory constitutional requirement.

“The proposal will now be sent to Haryana Governor, Bandaru Dattatraya for approval. Article 174(2)(b) of the Constitution of India gives the Governor of a state the power to dissolve the state’s legislative assembly,” an official spokesperson said. (HT File)

However, in a letter submitted to the speaker on Sunday, the Sharad Pawar faction has requested that barring the nine newly sworn-in ministers, all other NCP members should be allotted seats on the opposition side. Additionally, party whip Jitendra Awhad has sent over a petition to the speaker, asking for the disqualification of the nine ministers who defected from the NCP

Supreme Court reminds governors not to delay assent to bills

State governors must keep in mind the expression “as soon as possible” in Article 200 of the Constitution while giving their assent to bills passed by the state legislature, the Supreme Court said on Monday.

The Supreme Court said Article 200 of the Constitution says “the Governor may, as soon as possible, after the presentation to him of the bill for assent, return the bill if it is not a money bill.” (PTI)

Why Pawar keeps contradicting Congress and helping BJP

Pawar said that a probe by a Supreme Court appointed committee would be a better option than the JPC since the latter would be dominated by ruling party MPs.
